Consultant (m/f/d) District heating expansion
At the Energy and Climate Office, we play a key role in shaping the implementation of Hamburg’s climate targets. As a driver of the energy transition and climate protection, we implement the Hamburg Climate Protection Act and play an active role in shaping the city’s energy policy.
Your tasks
- We are looking for exactly you for our “Energy Investments” department – a person with passion and expertise to drive forward the energy and heat transition with our municipal energy companies. With us, you will have the opportunity to realize Hamburg’s energy, environmental and climate policy goals with our companies. Together with our energy companies, you will implement projects that make Hamburg’s climate policy goals tangible – from sustainability and the green economy to hydrogen and sector coupling. With us, you will work on important future issues for Hamburg!
- You
- Develop and manage the cross-authority growth strategy for the expansion of grid-based district heating by Hamburger Energiewerke GmbH,
- Be responsible for the corporate management of the implementation of municipal heating planning requirements (e.g. densification of existing networks, new construction of heating networks, decarbonization of generation) in close cooperation with other specialist authorities,
- Control project and coordination processes at management level,
- Accompany the structural and entrepreneurial development of the energy plants and design innovative business models and financing solutions in the context of infrastructure investments worth billions,
- Take over the deputy management of the Energy Shareholdings department.
Your qualifications
- Required
- University degree (Master’s degree or equivalent) in the field of energy and environmental engineering, in particular district heating, industrial engineering or a comparable field of study or
- Equivalent skills and experience or
- As a civil servant: Qualification for career group 2, second entry-level post in the technical services specialization.
- You can also apply if you are qualified for career group 2, first entry level in the technical services field and are already in an office of at least grade A12.

- Advantageous
- Sound technical knowledge in district heating expansion, in business management contexts and in the application of project management methods
- Experience in the development and implementation of innovative strategies in complex political and economic decision-making environments as well as in communication at management level and in the coordination of interdisciplinary committees and stakeholders
- Knowledge of participation controlling and dealing with public and private stakeholders in energy policy in Hamburg
- Strong skills in analyzing and structuring complex energy and infrastructure-related issues
- Knowledge of district heating-specific federal and state funding programs (e.g. BEW, BEG)
