Land acquisition and easements officer – focus on Berlin tunnel projects (m/f/d)
That’s what makes this job interesting for me: Berlin is growing and needs a reliable and efficient power supply – today and in the future. The growing demand for electricity and the expansion of new, energy-intensive technologies make it necessary to modernize existing extra-high-voltage lines and build new, high-performance supply lines. In the AC-Grid Easements team, I contribute to this by being responsible for obtaining line rights for the construction of extra-high-voltage facilities.
We are 50Hertz – one of the four transmission system operators (TSOs) in Germany. Together with the Belgian electricity grid operator Elia (Brussels), we form the internationally active Elia Group. At 50Hertz, more than 2,100 people work to ensure that electricity flows reliably, with low losses and optimally controlled over long distances at all times. As one of four transmission system operators in Germany, 50Hertz is responsible for electricity transmission at the highest voltage level; the level on which everything depends when it comes to grid stability and security of supply in Germany and Europe. We are part of a European grid network and cooperate directly with colleagues throughout Europe. Together with the Belgian grid operator Elia, 50Hertz forms a European company: the Elia Group. We work together intensively on key issues. Individual areas such as IT or purchasing are group functions, i.e. Elia and 50Hertz colleagues work in a joint team in workplaces spread across Berlin and Brussels.
Your tasks
- I create construction freedom for grid expansion projects by being responsible for obtaining pipeline rights and purchasing land.
- Securing pipeline construction projects on land under private law, with a focus on projects in the Berlin area,
- Preparing, conducting and documenting negotiations with private and public landowners to obtain easements, permits and other land rights for transmission grid projects,
- Drafting, negotiating and reviewing contracts (in particular compensation agreements, easements, concession and purchase agreements),
- In the event of unsuccessful negotiations, independently initiating and successfully conducting acquiescence and compulsory encumbrance proceedings,
- Technical coordination of the work of the easements team in the Berlin projects, including the coordination of cross-project issues, ensuring uniform technical standards and supporting the project teams in complex matters,
- Participation in the further development of processes, work aids and technical guidelines in the area of line protection / easements,
- Budget planning for easement compensation,
- Supporting the project team in the planning and evaluation of pipeline routes from a property rights perspective, reporting and resource planning,
- Coordination with authorities, associations, societies and offices on the subject of pipeline construction projects,
- Participation in property-related issues in the planning approval process,
- Commissioning of experts to determine the amount of compensation,
- Documentation and management of processes in the LaRA rights database.
Your qualifications
- I am already involved in the planning of new facilities with regard to property-related issues and coordinate with the stakeholders relevant to the property. My strong communication skills and – where necessary – my willingness to assert myself are critical to success here. This task requires a high level of responsibility and willingness to make decisions.
- Completed university degree in law (e.g. 1st state examination, Diplom-Jurist*in, Master of Laws) or comparable qualification,
- At least 5 years of professional legal experience,
- Good knowledge of real estate, land register and contract law,
- High degree of personal responsibility,
- Experienced handling of cadastral information and land register data,
- Strong communication and negotiation skills as well as a confident manner towards owners, authorities and project participants,
- Confident handling of standard PC software,
- Class B driving license,
- Very good knowledge of German (C1).
- Not a must, but an advantage:
- Experience with infrastructure projects, especially in conducting land acquisition negotiations and/or rights acquisition,
- Knowledge of GIS or rights database LaRA,
- Knowledge of the economic, technical and legal framework conditions of the energy industry,
- Knowledge of public law,
- Good language skills in English (B2).
